The Canadian Radio-Television Telecommunications Commission has approved Bell’s request to perform usage-based billing to wholesale customers through their Gateway Access Services on an interim basis.
This ruling gives Bell the ability to bill their wholesale customers similar to how their regular customers are billed, providing a certain amount of bandwidth per month then charging for any overage.
Many small independent Internet service providers in Ontario and Quebec buy bandwidth from Bell and resell it, with some offering unlimited usage plans. This ruling will make such plans more expensive to offer.
The CRTC decision will take effect in 90 days.
